In the course of preparation and consideration of the bill (Reg. No. 0908)
in the second reading, the Committee generally preserved the concept and key
provisions of the first version of the bill. Still, some of the articles were
refined and more than 40 proposals were elaborated.

It was stressed that preliminary elaboration and preparation of the document was carried out by the working group of the Committee that involved the people’s deputies, experts of the Verkhovna Rada Secretariat, Secretariat of the Cabinet of Ministers, Ministry of Regional Development, Construction, Housing and Communal Services, Ministry of Finance, Ministry of Justice, Ministry of Economic Development and Trade, representatives of the All-Ukrainian Associations of Bodies of Local Self-Government, as well as scientists and experts.
